Mumbai began to return to normal with markets and schools open and heavy traffic on the streets, on Monday.

Meanwhile, Indian Prime Minister Manmohan Singh opened cross-party talks on setting up a federal agency of investigation after the attacks.

The attacks have increased tensions with Pakistan after allegations that the terrorists had Pakistani links.

State head resigns: First, it was the Home Minister of India Shivraj Patil and now, the chief minister of the Indian state of Maharashtra has resigned from his post following the criticism of the handling of the Mumbai attacks.

Chief Minister of the state, Vilasrao Deshmukh said he has resigned from his post and was waiting for the approval of the Congress party. At the same time, his deputy, RR Patil, has already resigned earlier.

Addressing a press conference in Mumbai early Monday, Mr Deshmukh told “I have offered to resign. If the responsibility of the attacks is on the chief minister, then I will go.” “I’ve taken the “moral responsibility” of the attacks,” he added.
